What has to occur to form a Management District?

One of the projects of Renaissance1960 is to support the formation of a management district. We have been asked what it takes to form one.

Go to the bottom of Page 2 to the title "SUBCHAPTER B. CREATION OF DISTRICT". On you way there read paragraphs b, c and d at the top of the first page. They will provide the basis for why a district may exist.
